This is a decently fun game if you're willing to look past the numerous bugs.
Flashing Lights allows you to play as a police officer, firefighter, or EMT. It's set in a fairly large open world where you can freely drive around accepting callouts. These range from the ordinary (illegally parked cars, motor vehicle collisions, allergic reactions) to the extraordinary (bank robberies, building fires, gunshot wounds).
It has both single player and multiplayer. Single player allows you to use AI partners/backup, while online you're relying on other players. It's good when a server has a good mix of police, fire, and EMS. It can create a good synergy.
This game is developed by a single individual. It's impressive what he's been able to accomplish. Unfortunately, the game is so, so buggy. Callouts glitch fairly frequently, especially online. For example, it's not uncommon for, say, someone playing as the police to call for EMS to help someone, only for EMS to arrive and the person is invisible to them. Fires appearing for one player but not another, etc. This stuff happens fairly frequently. However, the developer has been very transparent about the road map, and it seems like he's really working hard to improve the game.
It feels like the game is overly ambitious. It's incredibly vast, but not very deep. The callouts have very little variation, so once you've seen a building fire callout, you've essentially seen all building fires. The map is large, but there's not a lot to it. I would have rather seen the developer focus on a smaller, densely packed map.
The game's performance is not great. Granted, I play on a 2020 M1 MacBook Pro. I would imagine a better computer could handle it more easily, but it just doesn't feel very well optimized to me.
I have over 100 hours in this game because, ultimately, it's fun! It really is a fun time. It's fun to get on with some friends or random people and just goof around. Especially when you get that synergy going. It feels really cool to be with a few other people in the fire department and roll up on a building fire and start cooperating to put it out. It feels like every role can contribute to a callout in a meaningful way. Police can handle traffic, EMS can handle treating patients, FD can handle putting out fires.
I would recommend this if you just want a fun little romp around every once in a while. You can customize your car and drive really fast to emergencies with your lights and sirens. That's the main appeal of this game. You can do firefighter or EMT or police stuff with a fairly low barrier to entry. Just launch the game and start playing.
Just don't expect it to be a very polished experience.
